Regulation:The table of radio frequency allocation is promulgated underAdministrative Regulations on Radio Waves Article 5:“The allocation of frequencies between 9 kHz and 300 GHz to allservices shall be in accordance with the Republic of China RadioFrequency Allocation Table promulgated by the Ministry ofTransportation and Communications.For the purposes of the overall development of telecommunicationand information, the frequencies shall be harmoniously andeffectively shared, the aforementioned Table of FrequencyAllocation shall be periodically reviewed, revised and promulgatedby the Ministry of Transportation and Communications. “ Classification of services:The allocation of frequencies shall be classified in accordance withthe following services:1.Fixed Service. Such term shall refer to a radiocommunicationservice between specified fixed points.2.Fixed-Satellite Service. Such term shall refer to aradiocommunication service between earth stations at givenpositions, when one or more satellites are used in somecases. This service includes satellite-to-satellite links, whichmay also be operated in the inter-satellite service. Thefixed-satellite service may also include feeder links forother space radiocommunication services.3.Aeronautical Fixed Service. Such term shall refer to aradiocommunication service between specified fixed points.It is provided primarily for the safety of air navigation andfor the regular, efficient and economical operation of airtransportation.4.Inter-Satellite Service. Such term shall refer to aradiocommunication service for links between artificialsatellites.2
5.SpaceOperation Service. Such term shall refer to aradiocommunication service concerned exclusively with theoperation of spacecraft, in particular space tracking, spacetelemetry, and space telecommand. These functions willnormally be provided within the service in which the spacestation is operating.6.Mobile Service. Such term shall refer to a radiocommunicationservice between mobile and land stations, or betweenmobile stations.7.Mobile-Satellite Service. Such term shall refer to the followingservices:(1) A radiocommunication service between mobile earthstations and one or more space stations, or betweenspace stations used by this service.(2) A radiocommunication service executed between mobileearth stations by means of one or more space stations.This service may also include feeder links necessary forits operation.8.Land Mobile Service. Such term shall refer to a mobile servicebetween base stations and land mobile stations, or betweenland mobile stations.9.Land Mobile-Satellite Service. Such term shall refer to amobile-satellite service in which mobile earth stations arelocated on land.10. Maritime Mobile Service. Such term shall refer to a mobileservice between coast stations and ship stations, or betweenship stations, or between associated on-boardcommunication stations. Survival craft stations andemergency position-indicating radio beacon stations mayalso participate in this service.11.Maritime Mobile-Satellite Service. Such term shall refer to amobile-satellite service in which mobile earth stations arelocated on board ships. Survival craft stations andemergency position-indicating radio beacon stations mayalso participate in this service.12.Port Operations Service. Such term shall refer to a maritimemobile service in or near a port, between coast stations andship stations, or between ship stations, in which messagesare restricted to those relating to the operational handling,the movement and the safety of ships, the communicationfor safety in case of emergency. Some communications3
which are correspondence nature shall be excluded fromthis service.13.Ship Movement Service. Such term shall refer to a maritimemobile safety service between coast stations and shipstations, or between ship stations other than theportoperations service. Its messages are restricted to thoserelating to the movement of ships.14.Aeronautical Mobile Service. Such term shall refer to a mobileservice between aeronautical stations and aircraft stations,or between aircraft stations, in which survival craft stationsmay participate; emergency position-indicating radiobeacon stations may also participate in this service ondesignated distress and emergency frequencies.15.Aeronautical Mobile-Satellite Service. Such term shall refer to amobile-satellite service in which mobile earth stations arelocated on board aircraft. Survival craft stations andemergency position-indicating radio beacon stations mayalso participate in this service.16.Broadcasting Service. Such term shall refer to aradiocommunication service in which the transmission isintended for direct reception by the general public. Thisservice may include sound transmissions, televisiontransmissions or other types of transmission.17.Broadcasting-Satellite Service. Such term shall refer to aradiocommunication service in which signals transmitted orretransmitted by space stations are intended for directreception by the general public. In the broadcasting-satelliteservice, the term “direct reception” shall encompass bothindividual reception and community reception.18.Radiodetermination Service. Such term shall refer to aradiocommunication service for the purpose te Service. Such term shall referto a radionavigation satellite service in which earth stationsare located on board ships.24.Aeronautical Radionavigation Service. Such term shall refer to aradionavigation service intended for the benefit and the safeoperation of aircraft.25.Aeronautical Radionavigation Satellite Service. Such term shallrefer to a radio-navigation satellite service in which earthstations are located in the aircraft.26.Radiolocation Service. Such term shall refer to aradiodetermination service for the purpose of radiolocation.27.Meteorological Aids Service. Such term shall refer to aradiocommunication service used for meteorological(including hydrological) observation and exploration.28.Earth Exploration-Satellite Service. Such term shall refer to aradiocommunication service between earth stations and oneor more space stations, it may include links between spacestations. This service shall include the following:(1)Data relating to the characteristics of the Earth and itsnatural phenomena which is obtained from activesensors or passive sensors on Earth satellites;(2)Similar data is collected from air or earth-based stations;(3)Such data can be distributed to earth stations within thesystem concerned;(4)Base station interrogation may be included.29.Meteorological-Satellite Service. Such term shall refer to an earthexploration-satellite service for meteorological purposes.30.Standard Frequency and Time Signal Service. Such term shallrefer to a radiocommunication service for scientific,technical and other purposes, it provids the transmission ofhigh precision frequencies, time signals, or both, intendedfor general reception.31.Standard Frequency and Time Signal-Satellite Service. Such term5
shall refer to a radiocommunication service using spacestations on earth satellites for the same purposes as those ofthe standard frequency and time signal service. This servicemay also include feeder links necessary for its operation.32.Space Research Service. Such term shall refer to aradiocommunication service in which spacecraft or otherobjects in space are used for scientific or technologicalresearch purposes.33.Amateur Service. Such term shall refer to a radiocommunicationservice for the purpose of self-training, intercommunicationand technical investigations carried out by amateurs, that is,by duly authorized persons interested in radio techniquesolely with personal aim and without pecuniary interest.34.Amateur-Satellite Service. Such term shall refer to aradiocommunication service using space stations on earthsatellites for the same purposes as those of the amateurservice.35.Radio Astronomy Service. Such term shall refer to aradiocommunication service involving the use of radioastronomy.36.Safety Service. Such term shall refer to a radiocommunicationservice used for the safeguarding of human life andproperty permanently or temporarily.37.Special Service. Such term shall refer to a radiocommunicationservice, not otherwise defined in Sections 1 through Section36, carried on exclusively for specific needs of generalutility, and not open to public correspondence.
