How Does It Work?Grade Mapping was our first stepLevelOfficerEnlistedCivilian12nd Lt -1st LtE1 – E5GS 1- GS 92Capt & Maj*E6 – E7GS 10 – GS 133Lt Col & AboveE8 - E9GS 14 & AboveSAF/FME and AFPC will lead effort and work with with MAJCOMsto get positions properly coded* SQ/CCs positions will be coded Level 33

Pilots – Small and Big We started our journey with a small Pilot – AFSOC– AFSOC leadership got involved; energized team– Small enough to “brute force” the implementation– Learned important lessons – DoD updated/streamlined the LearningManagement System– Developed more effective communications tools Initiated a “large” command Pilot -- AETC– AETC leadership stepped up to the plate– Larger scale was tougher as we thought – more moving parts– AFSOC test helped big time – cleaned up the process and lines ofresponsibility– New Implementation process developed – the “Texas Two-Step” Staff and “structure” first, then the rest4

Schedule Built aggressive schedule to meet OUSD timeline includingMAJCOMs, COCOMs, Guard and Reserve– Everyone implemented by 30 June 2014 Implementation Strategy– Created repeatable process (“Checklist”)– Designed 90 day pre-implementation window Get started early Clean Unit Manning Document means clean LMS accounts Develop organization hierarchy – LMS/approval structure Needed separate “Launch” to set up accounts Built “core curriculum” to help Users identify training history Built one-stop-shop Sharepoint site for info5

UMD Clean-up determines success UMD used to assign correct FM Certification level andLearning Path in LMS Significant number of questionable records/mismatches– Civilian Employees: “Questionable” Records: no name/no position number; pay grade/jobseries mismatch between UMD and DCPDS– Bases need to make changes in the Manpower/Personnel Systems– Military Personnel Must ensure FM Certification levels are correct

Training Opportunities FM Certification caused us to look at our training programwith a microscope– Have to meet certification requirements– Lots of good training– Founds some gaps – and need to fill gaps Here’s how we did that .

Exercised Substitution Policy The DoD FM Certification Program Substitution Policy states:– FM members may substitute similar courses to meet the courserequirements as long as the courses are pre-approved by the CFCM asadequate substitutes in terms of content and length and are included inFM myLearn.– Requirements subject to the “Substitution Process”: Certification Level 1: All Modules of the DoD FM 101 Course Certification Level 2: Audit Readiness, Fiscal Law and Ethics Courses Certification Level 3: Audit Readiness, Fiscal Law, and Ethics Courses We allowed substitution of 8/12 DoD FM 101 Modules– Conducted analysis to determine if the content of Basic FinancialManagement Officer Course and Enlisted Apprentice Course meetsubstitutability standards– Reviewed the current Plans of Instruction (POIs) and Study-Guidematerials for BFMOC and the Apprentice course

Gap Analysis Did an analysis of course training Gaps against FMCertification requirements– Discovered that we needed to stratify analysis to Officer, Enlisted andCivilian for each Level Concluded we were solid for Level I Concluded we had minor Gaps in Level II Concluded our primary focus for course development neededto be Level IIIMapped over 300 AF Courses11

Lessons Learned Implementation vs LaunchCore Curriculum a big help to users! Saves timeSingle Sharepoint Site for tools and informationRepeatable implementation and launch processesDuties checklist (CA, CCA, Users)Texas Two-Step – gradual implementation got the MAJCOMready for the big launch to follow Need signed SOU – provide employees updated PDs UMD Clean-up was needed and IMPORTANT Organizational hierarchy development sets approval links13

Other Stuff Union coordination takes time, but necessary Building AF Supplement to support AF unique and focus areasto compliment the DODI– Waiver decision– Directed specific tracks for Enlisted– Addressing Career Broadeners Personnel Systems– Establishing Military systems data exchange (push and pull interfacew/LMS)‒ Displaying FM Certification Level through military systems BCA was forwarded to SPO to initiate system update– Develop interoperability process to communicate certification data andinformation to DCPDS and MILPDS14

Keys to Success Your FM Certification Component Administrator (CA) is thekey POC– Ensures all people have accounts– Makes administrative updates as people move in and out of thesquadron– Makes updates to supervisors so approval chain is current– Gives updates on how people are progressing All must be certified by July 2016 Use MAJCOM FM Certification POC– Great source of info Learn the requirements to earn certification– MAJCOM FM is approval authority Goal: submit complete packages for approval– Takes time and experience – understand course and documentationrequirements Recognize success– Hand out certificates in CC Calls18

Summary FM Certification is a good program for the DoD FM team!– Improved standard of training – especially in Decision Support and AuditReadiness– Better sharing of courses across the Services and Components– Lots more web-based training available so lack of TDY s not as big abarrier to training Majority of MAJCOMs launched – and soon all will becomplete– Working through COCOM issues and our AFR/ANG team– However, launching a command is just the start – goal is to get certified! DODI is on the street soon to be accompanied by the AFI– Will give you some more detailed implementation guidance Communication will be key – ask POCs if you have questions19
